This training will provide an overview of how last year’s (2025) legislative changes affect municipal bodies. It will be an excellent opportunity to stay up to date with the developments you need to be aware of.

In this context, the laws and regulations that have recently come into force require municipal bodies to react and to adopt certain measures, sometimes within fairly short time frames. Other measures are “temporary” and will expire on a fixed date. Above all, the pace at which these laws and regulations come into force can make monitoring and ensuring compliance particularly complex.

This training will briefly present the main topics covered by recent and upcoming legislative changes. It will also address the measures that municipal bodies will have to adopt, year by year, in order to comply with these changes: when they must be implemented and, where applicable, when temporary measures will come to an end. Finally, where the laws and regulations grant new powers rather than imposing new obligations, these powers will be presented and discussed.

Pier-Olivier Fradette, Lavery

Pier-Olivier Fradette practises in the areas of municipal law, municipal contracts management, and land-use planning. His clients include both municipalities and any other persons having an interest in any legal matter involving a municipality. In particular, he is often retained by municipalities to act as counsel for the purpose of providing advice and support to their general management and urban planning departments. He also assists them in verifying the legal compliance of their decisions and their daily activities and operations.

In addition, he provides the necessary support to municipalities for the planning of projects with short and long-term legal consequences by helping them to avoid any legal obstacles that could arise in relation thereto.

He is also an advisor on municipal ethics and professional conduct matters and is on the list of qualified advisors published by the Commission municipale du Québec.

Pier-Olivier frequently provides training and gives seminars to various organizations in the municipal sector for vocational and other training programs, and publishes articles on the same subjects in municipal affairs publications.
