This training is specifically designed for clerks who are also returning officers ex officio. Presenting both legal concepts and a hands-on perspective, the trainers will explain a returning officer’s electoral obligations and provide a number of tips and tricks, in the form of commandments, for a practical approach to the following:

  • The applicable legislative framework
  • Key deadlines
  • Recruiting and managing election officers
  • Relations with candidates and elected officials
  • Best practices

You won’t want to miss this training to prepare for the upcoming elections!

Who is this for?
Returning officers (clerks) and their assistants.

Please note that this training does not replace the training offered by the Chief Electoral Officer in preparation for the 2025 municipal elections. Rather, it is meant to complement it to guide you in your role as returning officer.

Me Julien Merleau-Bourassa, Lawyer, Dunton Rainville

Me Merleau-Bourassa works mainly in the fields of public law, labour law, and civil and commercial litigation. He holds a Licentiate in Law (LL.L.) from the University of Ottawa and a Juris Doctor (J.D.) from the Université de Montréal.

Me Merleau-Bourassa is well versed in the workings of public administration, having worked with provincial ministers for several years.

His wide-ranging experience gives him a strong grasp of the often-complex realities in which his clients operate and allows him to provide innovative solutions that meet their specific needs.

Me Marie-Hélène Leblanc-Bourque, Clerk

Me Leblanc-Bourque works mainly in municipal, criminal, penal, youth, and mental health law. She received her Bachelor of Laws (LL.B.) from Université Laval in 2003 and has been a member of the Bar since 2006.

Me Leblanc-Bourque has been working as a clerk for the Ville de L’Ancienne‑Lorette for over four years.

Since starting out in the municipal world, she has served are a returning officer over three elections in unusual political and social contexts. The challenges involved have fuelled her interest in electoral events and honed her skills in managing human relations with citizens, election workers, and candidates alike.
