Accredited by the Ministère de la Sécurité publique, this training is designed to provide participants with basic knowledge of civil security in Quebec and to ensure they are informed and prepared to respond to a major disaster.

This project is made possible through funding from the Secrétariat aux relations avec les Québécois d’expression anglaise.

Principaux éléments abordés

Training Objectives:

Describe Québec’s civil security system, its aims, objectives, and key issues;
Understand the process for deploying governmental resources (provincial and municipal) during a major disaster;
Develop the qualities required to understand and contribute to building a civil security culture within one’s organization;
Gather the necessary information to support meaningful participation in the development of a civil security plan;
Identify the key components of a municipal civil security plan and understand how the development of one plan may need to be adapted compared to another;
Become aware of the consequences of a major disaster on the community;
Familiarize oneself with the process for declaring a state of emergency and the associated powers.

Directors general and clerk-treasurers in municipalities, regional county municipalities (MRCs) and intermunicipal boards.

Bruce Lapointe, Sécurité civile Landry

Bruce Lapointe has over 25 years of experience in physical security, emergency management, fire prevention, and civil security. Throughout his career, he has supported large public and private organizations in strengthening their resilience, particularly within healthcare networks, academic institutions, and consulting environments. Certified by the Disaster Recovery Institute International, he holds the title of Certified Business Continuity Professional (CBCP), an internationally recognized designation in business continuity. His expertise spans the entire risk management cycle, from prevention to business recovery, including incident preparedness and response.

Known for his versatility, his ability to synthesize complex information, and his systems-thinking approach, he tackles complex challenges with a structured and multidimensional perspective, enabling him to quickly identify interrelationships, impacts, and levers for action.

A highly regarded trainer, he stands out for his ability to make technical concepts accessible and to ground them in the operational realities of organizations, particularly within the municipal context.
