Description
It can be challenging to understand the roles and responsibilities of the various stakeholders involved in preparing a budget. What are the legislative and regulatory requirements for preparing and adopting a budget? What is involved in budgetary control and monitoring? What type of accountability is expected of those who receive or manage public funds? What kind of accountability is required of organizations that are linked to and receive public funds from a municipality?

Sarah Cain
Ms. Cain has been practicing municipal and environmental law with Cain Lamarre’s Drummondville team since the beginning of her career. Her knowledge of environmental and municipal legislation allows her to effectively serve a clientele composed mainly of municipalities, RCMs, and private companies. Ms. Cain frequently drafts legal opinions on various subjects in municipal and environmental law, in addition to pleading before the various judicial, quasi-judicial, and administrative bodies in Québec. Finally, she collaborates with several municipal organizations to offer training to elected officials and municipal officers and prepares communications for municipal clients.
Valéry Gauthier
Ms. Gauthier is a part of the municipal and environmental law team. In the course of her duties, she advises players in both the public (i.e. local municipalities and regional county municipalities) and private sectors, namely on real estate and industrial projects. She gives training for a number of organizations in the municipal and environmental fields. She also holds a graduate degree (Juris Doctor) in common law and transnational law.
