One year after the adoption of Bill 96, which amended the Charter of the French Language, questions remain as to how municipalities should implement certain measures. The speakers will present the clarifications brought about by the Regulation respecting the language of the civil administration and the Language Policy of the State, as well as share their thoughts and insights on certain grey areas. This course is designed specifically for the people in charge of implementing French language requirements in municipalities recognized under section 29.1 of the Charter.

    Me Robert E. Boyd, Cain Lamarre

    Mr. Boyd specializes in labor and employment law, helping employers from various fields of business implement best practices, avoid litigation, and make strategic decisions when disputes inevitably arise. As a lawyer and certified industrial relations advisor, he takes a pragmatic approach to labor relations, seeking concrete solutions to complex issues to avoid litigation whenever possible. 

    He advises and assists clients in all aspects of labor and employment law, including hiring practices, earned value management, pension funds, occupational health and safety, labor standards, human rights, employment termination, and workplace harassment. He also defends employer interests in matters of union certification, wrongful dismissal suits, complaints of harassment, compensation for workplace injury, and grievance arbitration. In so doing, he argues cases before both administrative tribunals and the courts.

    Me Sarah Cain, Cain Lamarre

    Ms. Cain has been practicing municipal and environmental law with Cain Lamarre’s Drummondville team since the beginning of her career. Her knowledge of environmental and municipal legislation allows her to effectively serve a clientele composed mainly of municipalities, RCMs, and private companies. Ms. Cain frequently drafts legal opinions on various subjects in municipal and environmental law, in addition to pleading before the various judicial, quasi-judicial, and administrative bodies in Québec. Finally, she collaborates with several municipal organizations to offer training to elected officials and municipal officers and prepares communications for municipal clients.
